A Study On The Role Of Local Governments In Promoting The Development Of Minor Cereal Crop Industry

The development of minor cereals industry is of great significance for the protection of national food security and increasing farmers' income,the development of the local economy.The current grain product market share is not high,industrial development is in the initial stage.The lack of technology research,market promotion and other self service ability,resulted in content minor cereals production technology is low.Because lack of marketing ability,it is difficult to highlight its development potential.In this case,to explore how the government guide and support the development of minor cereals industry is very important,in order to provide public services,promote the positive and healthy development of local agriculture,economic development and make the local farmers to get rich significantly.Based on the interpretation of the role of government theory,this paper points out the necessity of government participation in agricultural development,and taking X city as an example,through the elaboration of the local government in promoting the main measures of minor cereals industry development,analysis of the local government in the absence of reason to promote industrial development in the role of minor cereals and the effective countermeasures the role of local government in minor cereals industry development,in order to put forward feasible suggestions of local government's participation on the development of X city's minor cereal industry.In the introduction,the author summarizes the relevant theories of government function,and points out the necessity of local government's participation in agricultural development.From three aspects,the first chapter promotes the main measures of minor cereals industry development of the X City's Local Government : Actively play the role of policy guidance,formulate the relevant planning of minor cereals industry development,the introduction of industrial policy to guide the city's cereals production to optimize the structure;Actively play the role of government regulation,strengthen market supervision to safeguard the legitimate rights and interestsof farmers,construct quality and safety system of agricultural products;Play the guiding role of policy: the establishment of minor cereals expert workstation to promote scientific and technological innovation and promotion,Boost intangible assets to develop cereals industry positively,encourage the development of electronic commerce.The second chapter analyzes the role of local government in promoting the development of minor cereals industry: the policy guidance is unscientific,the low level of service and administrative efficiency,the lack of financial support.The reasons for these problems are these: the institutional mechanism is not smooth,the role of the government is no scientific and rational.The local finance puts in agriculture is not enough.The third chapter based on the role and function of the local government,according to the actual situation of X city minor cereals industry development,the effective functions of local government in the minor cereals industry development countermeasure is the scientific positioning of the role of government;strengthen the execution of local government,improve the service level and administrative efficiency;increase government financial support for agriculture.The research methods in this paper are literature research,case analysis,in-depth interviews and static and dynamic analysis,reveals the necessity of local government to participate in the development of minor cereals industry.At the same time,starting from the perspective of the role of government,a large number of literature collection of domestic government participation in agricultural development,and practical basis for development of minor cereals industry in-depth analysis of the X-city from the perspective of government management,and puts forward some countermeasures for the development of the role of government in X city's minor cereal industry.
