On China's Local Governments In Solving The " Sannong " Problems In The Economy Functions

Overcoming the problems concerning with agriculture, countryside and farmers, is the key to push foreword Chinese modernization drive, and to accomplish the goal of building a well-off society. The CPC's 16th Congress pay a great attention to this point, and put foreword many new thoughts on rural development goals and tasks, rural basic economic system, deepening rural reform, coordinating urban-countryside relations, developing rural social infrastructure, and strengthening grass-root democratic politics. Local governments are provided with the ability to fulfill the Central policies and impel the local economy development. Local government plays an important role in driving the market reform of the region. As all levels of local governments are implementing the Central policies, they also fulfill the central assignments effectively and impel the economy development, combining with the status quo in the region. We may say that the remarkable achievements in our reform cannot be made without the active role local governments play. Local governments, as the executor of the Central policies and the propellant of local economy development, must follow the strategic disposal of the Fifth Session of The Sixteenth National Congress of the CPC, must give"Three-Agriculture"issues primary importance among priorities, must fulfill all task of building the socialism new countryside, and must quicken the construction of well-off countryside and modernization. The Third Session of the Sixteenth National Congress of the CPC advances that"the authority and duty of economy and society affairs between the local and the central should be set off with reason", and"the economy management of the government should be changed into serving the market and creating healthy development circumstances". Responding to the spirit, this dissertation explores how the local government implements economy function in the aspect of the problems concerning with agriculture, countryside and farmers.The dissertation analyses the economy function of local governments in improving the economy and society of the countryside theoretically, integrates with"three improper function"issues in the work of"three agriculture", puts forward the value and principles that should be followed in the"Three-Agriculture"issues, and finally makes a definition of economy function of local government when solving"Three-Agriculture"issues . At last, the dissertation, using the theory and principles above, advance the corresponding countermeasure aiming at the problems concerning with agriculture, countryside and farmers and solving"Three-Agriculture"issues.
