Research Over Capital Investment On 'the Natural Forest Conservation Project Of Sichuan'

The Natural Forest Conservation Project that is carrying out in China is an all-round long-range and strategic system, which referred to many domains, for example, ecology, economy, policy and society, and so on. Since the project being taken, China's natural forest has been effectively conserved. However, there are many difficulties lying on capital investment of China's natural forest project. It is imperative to study on the capital investment policy implemented in China's natural forest project and then to recognize clearly the issues of inflexibility of current investment policies and simplification of money-raising channel. On the basis of that, a more flexible and open capital investment policy system implementing on the project should be founded and perfected, which will be much more suitable and helpful for China's natural forest healthily growing and as well the stabilization of society and economy in China.The text totally including five parts is aimed to study specifically on natural forest project in Sichuan province. Part 1 is preface, which clarifies background and objective of the text, summarizes domestic literature related to China's natural forest project and also introduces general situation of natural forest project in Sichuan. Part 2 focuses on the main changing course of forestry's investment mechanism ever since the people's republic of China established and also explains China's current capital investment policy on natural forest project. Part 3 is to diagrammatically analyze financial subsidy using to support the project smoothly carrying on and make up for the cost happening in the process such as reduction of revenue in area of natural forest and well-beings for the employees referred to the project. Part 4 is to analyze construction fund directly using to conserve and protect natural forest, which, along with financial subsidy, are defined as the two capital-investing aspects in China's natural forest project investment. Last part is to sum up and give out some corresponding constructive suggestions.Several new ideas can be seen in the text: first, the text systemically analyses the conditions of financial subsidy and construction fund on the natural forest project in Sichuan, combined with the diagrams based on the official database. Second, due to the analysis that the gross of capital investment on projest is growing while the money finally obtained to develop the project is down, the text proposes to expand various channels to fulfill needs.
