The group of peasant workers is a a new labor force which is emergencing in China's reform, opening up and industrialization and urbanization process. According to the "National Farmers Working Summary in 2006", there are more than 200 million peaaent workers among the country's 13 billion population. Large numbers of peasant workers moving between rural and urban areas make a significant contribution to the city prosperity, rural development and the modernization of the state. However, entering the city for the new vocational farmers, it is difficult to change their group identity which is not approved by current system. This identity also led them to be seriously infringed in terms of job opportunities, wages, living and working conditions, social welfare and other legitimate rights and interests. As more and more rural laborers pouring into cities, scientific understanding of the legitimate rights and interests of peasant workers and taking effective measures to safeguard their rights and interests has an important theoretical and practical significance to build a harmonious society.From peasant workers' embarrassing predicament in the society and economy, this passage have focused on analysis of the reasons of missing rights and interests of these workers, and thus deep expound the ideas of how to protect their rights and interests, and draw on foreign experience. The passage holds that the protective measures which is used to avoid the violation of their legitimate rights and interests is an interrelated and mutually reinforcing system which can not only expect one mean. In practical terms, it lies on the ideas and system reform at the beginning, and eventually on the enhancing agricultural efficiency, achieving scale land operations, accelerating the process of urbanization, and balancing urban and rural economic development.
