Migrant workers in China have emerged since the reform and opening up a special group, they have become an important component of industrial workers, they has become an important force for socio-economic development. But in real life their legal rights and there is no effective protection and maintenance and leading to various social problems. Articles related to migrant workers from the Marshall Protection "civil rights" theory, theory and other theories of social justice point of view, combined with the city of Qingdao in Shandong Province investigating the actual situation of migrant workers, the problems, in-depth analysis of various problems mainly due to:policy design has to be improved, farmers need to improve the quality, corporate social responsibility is not clear, and trade union organizations and the relatively weak non-governmental organizations and other reasons.To address the above issues and causes problems, the thesis in political rights, economic rights and social rights were proposed system:by raising the civic consciousness of migrant workers, migrant workers to strengthen and improve party building work, protection of migrant workers the right to vote and stand for election give full play to union organizational capacity and support to migrant workers of NGOs in development in order to increase their political participation, enthusiasm and broaden the migrant workers and political participation channels; through strict implementation of the labor contract system, the establishment of peasant wages growth mechanisms and wages for migrant workers payment deposit system and to reform and improve employment system to protect the economic rights of migrant workers; through reform and improvement of the social security system, children of migrant workers to improve and implement educational policy and housing policy of migrant workers. To establish a government to protect the main participatory community initiative to protect their rights and interests of migrant workers protection mechanisms to better protect the legitimate rights of all migrant workers.Paper lists the main problems, cause analysis and policy recommendations related to the relevant administrative departments for reference in formulating policies to effectively protect the legitimate rights and interests of migrant workers.
