Research On The Distribution Of The Appreciation Of Agriculture Land Non-Agriculturalization

With our country entering the rapid development period of urbanization since 1990s, the speed and scope of the agriculture land non-agriculturalization have been raised fast. However, in this process, many social problems have turned up, as the problem of lost-land farmers' compensation and placement, the problem of land granting fee's use, the problem of the price of real estate. Essentially, all the problems focus on the distribution of the appreciation of agriculture land non-agriculturalization. Accordingly, only the fair distribution can we build the harmonious relationship between man and land, and the harmonious society.This article is based on agriculture land non-agriculturalization, and the main parts include three levels as the following:The first part is for the annotation to the basic concept, which is the foundation of this article, and summarizes the theory basic of the distribution of the appreciation of agriculture land non-agriculturalization, including: property profit theory, land profit theory, land appreciation theory and land rent theory. Finally, the author analyses the formation mechanism of the appreciation of agriculture land non-agriculturalization through its source, and divides the appreciation into investment appreciation, radiation appreciation, the appreciation depending on the changes of the relationship between demand and supply, the developing rights-profit appreciation, and the appreciation depending on incomplete compensation.The second part is about the situation of distribution among the farmers and the farmer organization, the government, and the urban land users. And then it promulgates the problems of the distribution, for examples, the existence problem of lost-land farmers, with the purpose to increase the revenue or get investment, the government abusing their rights to expropriate farmland, and the overheated real estate investment, etc, then analyses the cause of these problems, especially about the system.The author tries to make ever effort to make some suggestion to reform the system of the distribution of the appreciation of agriculture land non-agriculturalization. Firstly, it compares the most representative opinions——the "makeup price to the farmers" theory and the "makeup price to the public" theory. On the basis of analysis of the rationalities and flaws of these two theories, it makes effort to bring up the direction and destination of reform of distribution system considering the fundamental realities of our country. At last, from the angle of the source, the author addresses the thought and a series of concrete measures to reform.
