Study On The Compensation Of Land Acquisition Based On The Future Sustainable Livelihoods Of Land-Lost Farmers

With the continuous expansion of urbanization and industrialization in China,the land-lost farmers in China increased rapidly at the rate of 3 million per year.In recent years,the number of land-lost farmers in Linchuan district,Fuzhou city,Jiangxi province has also risen sharply,and the land-lost farmers have contributed to the economic development of the country,but also lost their land.The land acquisition compensation for the land-lost farmers in the Linchuan district government is mainly a one-time monetary compensation,but the land acquisition compensation method can not solve the future sustainable livelihoods of the land-lost farmers in the long run.Therefore,in order to meet the sustainable livelihoods of farmers in Linchuan,the design of a new land acquisition compensation model is the focus of this paper.In this dissertation,Linchuan district,a small and medium-sized city in central China,was selected as the research object,Ten townships were selected as the survey area according to the land acquisition compensation standard and regional type in different areas of Linchuan district.The study data are obtained through one-to-one household interviews.And use the method of statistical analysis,analytic hierarchy process,qualitative and quantitative methods to evaluate the existing land acquisition compensation standard in Linchuan area and construct the land acquisition compensation model which can realize the future sustainable livelihoods of land-lost farmers.The following conclusions are drawn through the study:(1)Two different methods are used to analyze the sustainability of land-lost farmers in Linchuan district under existing land acquisition compensation conditions: Using the analytic hierarchy process to obtain the comprehensive evaluation result of 52.92%,fuzzy mathematics method to determine the land-lost farmers in Linchuan district,the future livelihood of the expected value of only 31%.The results of the two methods can show that the current land acquisition compensation standard in Linchuan area can not achieve the sustainable development of land-lost farmers;(2)Based on the existing problems and impacts of the existing land requisition compensation standard in Linchuan area,it is not only the fundamental way to solve the problem of land-lost farmers living conditions,but also to ensure the construction of urbanization in China;(3)How to effectively solve the problem of sustainable livelihood of landless peasants,not only to consider the natural economic value of agricultural land compensation,but also should focus on the social capital of flexible compensation,including for the landless farmers to provide social security and enhance the capacity of employment.Conclusion through the above analysis,from the perspective of sustainable livelihoods of land-lost farmers,from the establishment of employment and training system,perfect the social security system,strengthen the supervision of the three parties in the process of land expropriation,to provide relevant policy recommendations to achieve the harmonious development of man and nature for the Linchuan district government.
