District heating system is one of the important infrastructures in a city. It is an important way to save energy and protect the environment. In our country, district heating was beginning at the fifties last century, there are more than 300 district heating enterprises in the country, made a great contribution to raising people's living level, improving the residential environment and saving energy.Beijing District Heating Power Corp. is that assets recovers 10 billion yuan, large-scale staff and worker state-owned enterprise of almost five thousand person, that heat addition area takes up urban area is Metro important Beijing internationalization city infrastructural facilities above built-up area one-third. At present, double effect rotating the type and the heat addition institutional reform in market economy moves downwards, encounter to hitherto unknown impingement, especially original organization administration already can not adapt to new circumstances request , charge the pattern and means for falling behind, the chain being short of science , system , clear , proper administrative system , managing is too long. Inflated departments , a lot of problem such as function overlapping , poor efficiency, restrict Corp. developing , become the administrative bottleneck more and more grave, must do corresponding organization transform already having become a task of top priority.
