The research provides a detailed analysis of the district heating system of Tajikistan and indicates the possibility of implementing a district heating system based on existing heat power plants.The research examines the state and functioning of the urban heating sector,and also assesses in detail the situation with heating in the city of Dushanbe.In Tajikistan,there is a significant shortage of electricity in the winter.These shortcomings are caused by a combination of high demand for heating in winter,the use of electricity as a heat source,and also a dependence on the hydropower system,which in winter has limited capacity due to low river flow.Thus,the question of the expediency of restoring the existing district heating systems,their shortcomings and the recommended measures to improve the situation in this sector is the subject of this research.As already noted,currently a significant number of urban households use electric heating as a heat source.In turn,district heating offers an alternative mode of heating.The purpose of this research is to use SWOT analysis to identify the advantages and disadvantages of a strategy of rehabilitating existing thermal power plants and district heating systems to reduce the shortage of electricity in the winter in Tajikistan.Based on the analysis,the main problems of the centralized heat supply sector are identified in the form of a lack of a detailed assessment of the efficiency and potential of the sector,efficiency and cost recovery,the lack of standards for heat tariffs that support full cost recovery,the solution of which can stimulate the development of the sector in a positive way.
