China has lagged behind in research on enterprise's labor cost management and control, and need to further studying on the labor costs'essential, composing, purpose as well as the labor costs'warning system. Affected by the traditional viewpoints, China's enterprises always see the labor costs as the contradiction to profit, but neglect the fact that labor costs are also one of the major sources of the profit. As a result, they all do their best to cut down the employees'compensation, training fees and so on, which constrain the employees to enhance their competency rapidly. Employees with low human capital are difficult to help their companies to gain competition advantages and sustainable development by offering products or service with high profit. Consequently, most China's enterprises are compelled to carry malign competition at the bottom of the industrial value chain.Based on the facts mentioned, the author firstly illuminates the relevant definitions of the system of labor costs management and control. Secondly this dissertation further analyzing some key points about the labor costs, such as the essential ,the purpose of the labor costs, and the composing of the warning system of the labor costs management and control. Then the author puts forward his own viewpoints. Thirdly, the author advances a new model that system of the enterprise's labor cost management and control by summarizing the existing research and connecting the labor costs to the enterprise's strategy. Finally, aiming to show how to construct and implement the new system, the author takes B company where the author works to do a case study, and has tested the effect of the new system which seems well.
