The Research On Incorruptible Style Supervision System Of China Customs

This paper based on summarizing the incorruptible style supervision system of Western country. Through analysis the different cases about incorruptible style supervision system of foreign country, we brought forward the problem of incorruptible style supervision system of China customs. Reviewing China customs have been constructing its own incorruptible style supervision system, especially in the past ten years, China customs had been experiencing the incorruption and the supervision system construction. Through this retrospection, we found that China customs constructed its supervision system has lots of problems, and we choose three theory to explain the problems why it's happened. These theories respectively are the governing theory, liability-control theory and trust-deputize theory. The reason why we choose these theory to analyses the problem of incorruptible style supervision system construction of China customs is that the China customs, in theory, ignored the governing of bureaucracy, incompatible the liability-control, and the problem of asymmetry information. Because of the problem of concerning above, in reality, China customs should be appear the problem like feebleness of power of uprightness lead, weakness of superior supervision, catabolizing of polity power, the emptiness of same grade supervision, and failure of incorruptible supervision.Based on the analysis of theory, this paper adopts the method of questionnaire to investigate the incorruptible style supervision system in reality. The result of the experience analyses is compatible with the theory that this paper had put forward. That means that the incorruptible style supervision system of China has imperfect in institutional design and supervision. At last of this paper, depending on the theory and experience analyses, we advance the countermeasure of how to construct the long-term incorruptible style supervision system of China customs.
