The Research On The Environment Emergency Management System Of Chemical In Anhui Province

With the rapid development of the chemical industry in our province, the environment incidents caused by the chemical accident increases year by year, which bring fatal losses to the people's life, wealth and safety. Meanwhile, these incidents also bring tremendous environmental stress. In our province, the emergency system for chemical environment is not constructed completely now. Therefore, it is very important for government, corporation and society to improve the ability of dealing with the chemical environment incident.In this paper, based on the public management theory, we analyze the significance of constructing an emergency system for the chemical environment in our province. We also think the management of emergency belongs to the category of the public management, and it is the important function for public management to construct an emergency system of chemical environment. Furthermore, we carefully analyze the actuality and the weakness of the emergency response in chemical environment and bring forward the objective and principle of constructing the emergency system for chemical environment in our province. From two aspects, we give the detail statement on how to construct the emergency system. Besides, we emphasize once more that the government is not the unique organization to construct this system. The cooperation mode among the government, citizen, corporation, non-governmental organization, social group, volunteer etc is very important and effective.
