Researchon Harmonious Combining CNPC’s Emergency Management System With Its Response System

The business of CNPC covers the Oil and Gas Exploration and Development,Refining and Chemical industry, CSCL Gathering and so on, and these are thehigh-risk industries which exist lots of complex and uncertain factors with the featuresof flammable, high temperature and pressure, toxic and hazardous and so on. In therecent years, the production safety accidents of CNPC are showing high frequency ofevents, so the emergency work increase more difficulties. The CNPC emergencymanagement carried out a lot attempts for many years to build a set of emergencymanagement system and also build some emergency platform with different emphasesand distinguishing features. Our goal is still to integrate the emergency managementsystem and emergency platform in order to integrate the existing resources, improvethe work efficiency, establish and improve the emergency mechanism with thefeatures of unified command, completed functions, sensitive reactions andhigh-efficient operation, prevent and respond emergencies and reduce the losses.At present, it does not effectively integrate the emergency management systemand emergency management platform. The emergency management modes could sumup these following modes: Emergency response command mode, informationmanagement system mode, video conference mode with image monitoring,emergency command communication mode with multiple communication methodsand so on. And these modes have three deficiencies: the first is the business systemconstruction guidance on the application of science and technology is not enough; Thesecond is the lack of a unified national plan, and the analysis of the demand for localconditions is not enough; The third is that the hardware charity investment isover-pursuit, and the software application is ignored so that the practical problems can not be solved.Some enterprises and departments of CNPC have already carried out manyattempts, the integration construction of the emergency management system andplatform needs to consider such problems as how to link up all regions, alldepartments, existing systems, building and planned systems. Currently, thefundamental reasons is why the integration of the emergency management system andplatform is not enough can sum up four following aspects:(1) the emergencymanagement platform can not support the system well;(2) the integration of theemergency management system and platform do not have perfect safeguardmechanism;(3) the emergency supervision and evaluation system is not perfect;(4)the lack of the emergency command center in CNPC leads to exist the problem of theinformation communication.According to the problems of the CNPC emergency management, the fourmeasures have been carried out, there are strengthening the emergency platformconstruction, building the safeguard mechanism of the emergency managementsystem and platform integration, improving the emergency supervision and evaluationsystem and formulating the command center in CNPC.The construction work of CNPC emergency management system and platformintegration has been initially completed and run on-line. The emergency platformconstruction is in its infancy. CNPC has attempted a lot, this paper also researchesfurther to put forward specific measures to resolve. However, the measures do not yetfully implemented, and need to test in practice and keep them perfect.
