Recent years, accompanied a huge loss of life and property, public emergency of theworld scope brought serious disasters to the international society and economic, which poseda severe challenge to the emergency logistics management.Fast and effective rescue as well asachieve the optimal allocation of limited supplies in the shortest time is the key work inresponding to emergencies. It is significant to propose an allocation strategy in quick responseemergency logistics during emergency supplies and sets up emergency supplies allocationdecision model system for establishing a quick, agile and efficient distribution plan, makingefficient use of existing resources, and reducing the impact of natural disasters. In view of thecharacteristics of emergency logistics, this paper focuses on rapid response systemconstruction under emergency logistics and logistics service network layout problems, themain contents of this theory includes following few aspects:(1) This article first premises of an extensive literature on emergency logisticsmanagement in-depth study, and then reviews the development and present situation of thefields’ correlation, indicats the target and values of the thesis, and states the chief researchcontent of it. It also expounds the concept of contingency logistics, compares with generallogistics in constituent factors, and sums up the characteristics of emergency logistics. Finallyanalyzes the types of emergency logistics, and provides the theory foundation for thefollowing research.(2) In view of the characteristics of emergency logistics, establishes a quick, agile and anefficient response mechanism. It also puts forward the theoretical resolution strategy ofemergency logistics on the base of analyzing and summarizing actuality and problems.Establishes a framework of emergency logistics system based on the rapid response system,elaborates the operation process in the framework of each hierarchy. The framework andmajor function of the emergency response information system are introduced in this paper, inorder to give constructive advices and suggestions on using it reasonably in future.(3) It makes an in-depth research about the rapid-response emergency logisticspretreatment. In order to meet the requirements of quick response, the paper propose theemergency logistics preprocessing ideas and establishes the emergency logistics pretreatmentframework; analyzes the existing problems in the traditional emergency supply management,study the classification and features of emergency supplies also the requirements andmanagement processes about emergency supplies. The multilevel gray comprehensiveevaluation method and SPSS clustering analysis are used in the classification decision ofemergency materials to optimize the inventory management; finally the algorithm is testedthrough a simulative example. Based on the above studies, according to the problem of virtual logistics inventory, this paper introduces some additional elements, for better solving theproblem of inventory management in the future, also provides a scientific basis formanagement department.(4) This paper makes deeply researches into the emergency logistics service facilitylocation and optimization problems of serviceability. It mainly considers the time cost andtransport costs influence on emergency logistics, focuses on the time delay and uncertaindemand of emergency logistics network, the corresponding multi-objective programmingmodel is established and solved by genetic algorithm, finally uses an example computed byC#programming to prove the efficiency and practicality of the model. At the same time,research on emergency logistics network, layout the storage quantity according to the servicenetwork, using the witness simulation software to get more optimized model. At last, realizesthe visualization interface model, which provides the decision support tools for emergencymanagement personnel in emergency transport of relief material after the outbreak and assiststhem to develop contingency logistics projects.
