Urban Efficiency Analysis Based On Circular Economy

The key to implement the sustainable development of city is to improve the efficiency of using resource, so, it is necessary to study the urban efficiency. Based on the study of urban efficiency at home and aboard, the paper analyzes some problems about economy,resource and environment in the course of our cities development and points out that the key to deal with these problems is to improve the efficiency of using resource. It discusses the conception, connotation and main characteristics of circular economic theory, and then explores the urban material and non-material circle and the relationship between circular economy and urban efficiency; it considers that developing circular economy is an effective way to improve the urban efficiency. The paper adopts the DEA method to evaluate the urban efficiency and uses the principle of "3R"of circular economy and the other basic principles which design the system of urban efficiency index to construct the system of urban efficiency index based on circular economy in aspects of economy,resource and environment. It evaluates the urban efficiency of 17 cities in anhui province with the DEA method and then gives some suggestions for improving urban efficiency based on the analytical result.
