Study On Planning Of The Urban Circular Economy Development

Construction of circular economy city is based on the principle of ecology circulation and regional economy, and combines the ideas from clean production, circular economy and ecology design as well as green consumption. Though building and adjusting the industrial structure can prompt fully efficient using of material and resources, also offset the positive environmental impact from economy activities. From doing this could realize the sustainable development among environment, economy and society.The development of circular economy city in our country is at the studying and exploring stage, researching the methods system of development planning for circular economy city attains a great impressing and important meaning to city circular economy construction, and has a great important meaning not only at theory but also practice.Through analyzing economic theory, and combining 11th 5 yeas planning for circular economy in Xi'an and study results of circular economy developing home and abroad as well as applying energy analysis to study the relationship between resources and environment, this paper poses a mode for circular economy city planning.Main conclusions are listed as following:(1) Development of circular economy city should concentrate on industry of circulation economy, which means a circulation society system should contain green service, city circulation infrastructure, green consumption, and green community. From doing this can form a city circulation economy system.(2) This paper creates a developing pattern for circular economy city — "three types and three levels", three types means circulation industry, ecology agriculture and circulation society, while three levels means: in the field of industry, after linking and increasing backup chains or some other methods can build up eco-industrial park;in the field of agriculture, the ecology villages make up ecological agriculture district;and in the field of society, green service, city circulation infrastructure, green consumption, and green community in all build up a circulation society;those work together to construct circular economy city.(3) This paper sets up an index system for circular economy city planning;the index system uses principles of circular economy as its core, and is made up by index groups of economy development, circular economy features, environmental protection and ecological environment construction, and green management. Those groups demonstrate and measure the developing level of circular economy city which contain 10 factors and 26 indexes. After the construction of index system, it provides a quantitative measurement for constructing and developing circular economy society.(4) Energy analysis uses the system of society-environment-economy as its objective, then it can be used to analyze the state of resource and energy using in the city, and also to discuss the influence for sustainable development made by economy development in city. This method is quiet practical to analyze developing foundation of city circular economy developing planning.(5) According to the developing pattern referred above, the basic developing frame of circular economy city in Xi'an is consisted by the fields of industry, agriculture, and circular society, and this paper also poses some protections for sustainable development of circular economy city.(6) Through the practice of drafting circular economy city planning in Xi'an demonstrates the method of circular economy city planning raised in this paper is quiet practical;and the method also have some certain value for planning, developing and constructing circular economy city.
