In the era of the knowledge economy, with the advancement of science and technology, increasingly fierce market competition, innovative people could be able to achieve sustained core competitive advantages. For enterprises, this continuing core competitiveness is manifested mainly in the competition on innovative source of products and services– Research and Development (R&D) personnel. The level of R&D personnel performance directly determines the destiny of enterprises, but the specificity of R&D job leads to different characteristics between R&D personnel and ordinary staff. Therefore, how to make scientific, comprehensive, impartial assessment on R&D personnel performance , thereby stimulating their enthusiasm, initiative and creativity, is a difficult part and key point of human resource for modern enterprise.Under this background, first, the article summes up the research status of R&D personnel performance evaluation, summarizes existing difficulties and problems, and then explores the future trends of the research; Subsequently, it analyzes the four features of R&D personnel performance, identified the content of R&D personnel performance-- "outcomes + behavior + ability " with the combination of scholars'cognitive course, and eventually sets up a more scientific, comprehensive, impartial integrated indicators system on R&D personnel performance evaluation; And then, based on the indicators system, it establishes a comprehensive evaluation models of R&D personnel performance .The model optimizes and empowers the indicators system with analytic hierarchy process, meanwhile it comprehensively evaluates of R&D personnel performance with the use of Fuzzy Evaluation Method; Finally, the model is used to undertake a comprehensive evaluation on six R&D staff performance of high-tech company named DT, and demonstrates good performance results.The study hopes to help R&D staff to take the helm rightly during their career-planning road and as the same time, help enterprises to achieve sustainable core competitive advantage through R&D personnel performance evaluation.
