A Study On The Policy Of The Application Of TOT Financing Way In China's Infrastructure Structure

Urban infrastructure is the basis and carrier for the economic and social development. Its operation quality directly affects the development of the national economy and the full progress of the society. For a long time, our urban infrastructure construction has not been an easy job, meanwhile the governmental monopoly management system has seriously restricted its healthy development: insufficient facilities, inefficient operation, and even unsafe operation state resulted from lack of investment and maintenance. Therefore, it is of critical importance to marketize urban infrastructure construction, to choose appropriate financing way, to promote market competition and to increase the operation efficiency and quality.The thesis covers four aspects: the discussion of TOT model in infrastructure construction which illustrates the point that TOT is an important model in the marketization of infrastructure construction, and its function and operational feasibility; the analysis of TOT financing way in China including its current situation, operation difficulties and operational strategies; suggestions, according to analysis and research, on the concerned policies for the application of TOT financing way. They are as follows: to build TOT model which can meet the need of specific project, to build supervision system, to perfect legal environment and to regulate administrative privilege in TOT financing. The last but not the least, taken the case of Changzhou Chengbei Sewage Treatment Plant's TOT transfer project as a supplementary example, the thesis analyzes the general situation and background information, designing and operation procedures of the investment project in this case and then gives a detailed introduction of boundary conditions in project of inviting outside investment, involving basic data, contract structure, investment structure, project bidding way, compensation termination, initial price of wastewater disposal and price adjustment formula, etc.As a new financing way, TOT will certainly play an important role in our economic construction, especially in the development of the West of China. Therefore, there is little dispute that we should perfect the application of TOT financing in our infrastructure construction. Only this way can the infrastructure construction be highly operated by market, can non-government and foreign investment be attracted to run infrastructure in TOT way and thus contribute to the development of China's economy and society.
