Cooperative Environment Of Sino-India's IT Industry Development And Its Policy Implication

With the quickening of economic globalization, Information Industry has already become a strong momentum in promoting development of productivity and in advancing progress of society. After nearly 20 years' high growth of China's Information Industry, China has gained remarkable effects. But there arises some problems which are perceived in Information Industry's leading function in aspects of pulling economic development as well as societal advancement. Many believe that this leading function is still not very evident. On the side of India which is in the same position as China as a developing country in the world, now becomes a power in terms of Information Industry. It surpasses the Cleveland's seedtime and directly steps into a phase of California's service economy, whose experiences are worthy of being referenced and learnt by China. Based on different environments or situations, China and India's Information Industries have rapidly evolved and there is large room for both of them to cooperate and prosper.In this process, one fact should not be ignored is that any benign industry policy can to a greater degree contribute to industry's increase and development. Further, it can also promote regional or sub-regional cooperation in the filed of Information Industry. As far as China and India's collaboration in Information Industry is concerned, Information Industry's policy as well as its running conditions will become the environment in which China and India can be guaranteed to cooperate well. Precisely, a benignly cooperative environment is the surest way for China and India's win-win relationship construction in Information Industry. With this regard, this dissertation conducts profoundly theoretical analysis and richly empirical research of China and India's cooperation in Information Industry, and deduced a series of policy proposals in deepening and promoting industrial cooperation in Information Industry between China and India.The main concepts of this dissertation include outlines as follows: Firstly, it depicts current aspects and arrangements of China and India's cooperation in Information Industry with theoretical perspectives of trade & investment as well as technological collaboration. Secondly, on the basis of massive resorts to both domestic and abroad academic references and approaches to access cooperation performance, this dissertation clearly defines factors which are affecting China and India's cooperation in Information Industry. These factors are policy & law environment, economic environment, technological environment and societal and cultural environment. Thirdly, through exemplifying analysis, this dissertation comprehensively estimates both positive and negative factors in affecting China and India's cooperation in Information Industry and further clarifies several crucial issues in this process. Last but not least, a set of policy proposals are to be raised with consideration of both China and India's situations of their respective countries as well as their regional situations particularly in the light of cooperative development of their Information Industry.
