With the rapid development of economic globalization today, information industry as an emerging industry is developing in a unique way to lead the world economic make a progress, information industry also as a pillar industry of national economic development receives more and more attention from the governments. In order to create a good environment for the rapid development of the information industry, the Chinese Government has developed a series of related information industry policies, and put considerable human, material and financial resources to promote the further development of the information industry. But compared with the achievements of information industry policies of India, which has similar national conditions with China, the achievements of China’s information industry policy are not notable, remains to be further improved. Therefore, making a comparative analysis on information industry policy between China and India, and then learning from the experiences of India information industry policy which has achieved good results and providing reference for policy adjustment and perfection of information industry of our country, are of great theoretical and practical significance. This article altogether is divided into four main parts:The first part includes chapter1and chapter2. In this part, I elaborated the background, purpose and significance of the topic I selected, and reviewed the research status at home and abroad, also explains the content, methods and innovation, and finally analyzes the related theory of information industry policy.The second part is chapter3. The third chapter is the key chapter of the article, has separately carried on the comparative analysis on the objectives, methods and content of information industry policy between China and India, and classified and compared the content of information industry policy from four aspects, includes structure policy, organization policy, technology policy and distribution policy. Through the analysis, we found that the market failure theory, late-mover advantage theory, leading industry choice theory, technical development theory, scale economy theory are all the theoretical basis of Sino-lndian information industry policy. In policy objectives aspect, the information industry policy of the two governments is consistent in enhancing the competitiveness of enterprises, realizing the scale economy, perfecting the supervision system. But the India government pays more attention to the cultivation of talents, the popularization of information technology, enhance opportunities of employment. In policy means aspect, the governments of China and India support the development of information industry with financial means mostly, the Chinese government regulates information industry mainly rely on the introduction of administrative regulations, but India government has a complete set of laws and regulations. In policy content aspect, this article has separately carried on the comparative analysis of information industry policy between China and India from industrial structure policy, organization policy, technology policy and distribution policy, and the similarities and differences of the policy between China and India are drawn.The third part is chapter4. The fourth chapter has separately carried on the comparison and analysis of policy performance of Sino-Indian information industry from the information industry structure policy, organization policy, technology policy and distribution policy, to evaluate on the implementation effect of Sino-Indian information industry policy, to provide theoretical basis for the Chinese government to learn from the experience of India.The fourth part includes chapter5and chapter6. The fifth chapter analysis the disadvantages of China’s information industry policy from four aspects, respectively are structure, organization, technology and distribution. The sixth chapter put forward the suggestions to solve these problems according to these deficiencies of China’s information industry policy.
