The Strategic Study About Construct The HR Training And Opening System Of The CIQ

After entering the WTO, China has been playing an increasingly role in the international market, its economy is continuously integrated with the global development. As one of the critical administrative institutions, CIQ (China Inspection & Quarantine) undertakes the holy mission of guaranteeing the state's economy security. Nowadays, China is confronted with a series of stern challenges brought by the unstable economic environment at both home and abroad. With an aim to meet the fast growth of Chinese foreign trade, the institution should apply the advanced theories to management of human resources. Needless to say, it is a strategic decision with far-reaching significance.In the thesis, the author firstly makes an overall introduction of the service nature, key role and present situation of CIO. It is pointed that the relevant sector has to optimize the structure of human resources, and improve their working abilities so as to implement the functions of inspection and quarantine. Secondly, he carries out a systematic research on the related developing history and Status Quo, indicating the necessity and importance of training human resources. Then, it is suggested that a scientific management system should be set up to ensure work efficiency. In accordance with special characteristics of the field, the system is designed on the basis of ISO 9000 and ISO 10015 as well as PDCA. It is made up of five parts: management duty, analysis of demand, supply of training, assessment and transformation of training, system evaluation and further improvement. With individual functions, they are also closely related as a whole body. Finally, a series of constructive countermeasures are put forward to solve the problems in the process of training human resources, including: long-range training plan, scientific design of courses, careful analysis of demand, excellent teaching staff etc. The thesis is aimed to overcome the existent weak points, and achieve the systematism, scientism, and farsightedness while training human resources.
