Its training work has some representativeness,forward looking and urgency. Jilin Province Entry-Exit Inspection and QuarantineBureau is one of the directly attached bureaus to the National Quality MonitoringInspection and Quarantine Bureau. It has two strong teams. One is civil servantsteam that reinforces the laws and strengths monitoring management functions andthe other one is a professional technical team with excellent technology andequipment for Inspection and Quarantine. Based on this kind of fact, the researchon effectiveness for the training is a little complicated. At present, the research oncivil servants training is in comparatively good number, research on staff in theinstitutions are not too many, but the research on these two kinds of staff trainingis very little. This article has taken the effectiveness for these two kinds of staff atJilin Province Inspection and Quarantine Bureau as an entry point, brought up theexisting problems for training effectiveness and suggested an upgrade route forsolving these problems that has provided a solution reference for other similargovernment organizations or institutions for civil servant management ineffectiveness.Training effectiveness indicates the realization degree of training result, andit is also the fit degree of training estimation and training result and it is also thefinal effect reached by the training. Government organizations and institutions inour country spend big amount of human power, material resource and money intotraining work every year, based on this, training effectiveness becomes more andmore focus of an attention. The training of Jilin Province Inspection andQuarantine is also the same. Although there are “Civil service law of the People’sRepublic of Chinaâ€,“Education and training of cadres working ordinance†etc. law and rules come into force, but seeing from the detailed process of training ofJilin Province Inspection and Quarantine, the problem of training effectiveness nothigh is still existing.Based on the investigation and research on training work of Jilin ProvinceInspection and Quarantine Bureau, this article first states the general situation onthe training work. It analyzed the diversification of staff team, the jobcharacteristics of inspection and quarantine work that makes the needs of the stafffor knowledge and capability more varietiesï¼›training form in diversification etc.characteristics in three aspects and found that many problems existing duringtraining process has severely influence the effectiveness of training, in details:lack of need and demand for training analysis systemï¼›not able to scientificallyand reasonably make the training planï¼›training evaluation system not completeï¼›training transfer not to the position etc. and also analyzed the reasons for theabove problems. Through the analysis on the reasons of current training situationand existing problems, combining with training theories and for further combing,it has brought up from the process management angle several effective routesfor upgrading the human resource training of Jilin Province Inspection andQuarantine Bureau:The first is to set up a series matching rules and regulations as “StateOrganizations and Institutions Job Coaching Program†and make the trainingwork to have a law to follow to have regulations to follow. Training registrationsystem should be set up. Examinations and check system, reward incentive systemetc. should be set up, that will make every individual to be trained to support thetraining from the bottom of one’s heart in order to raise the activeness inparticipating the training. Another is about the training funds investment system,enlarge training estimation and expense and actualize effective monitoringï¼›thesecond is to adopt demand analysis and individual demand analysis methods,periodically analyze from organization point of view and personal point of viewfor the demand of training for inspection and quarantine organizations of thewhole provinceï¼›the third is to do the item by item scientific and reasonableresearch on training demand analysis, training time, training location, trainingcontents (topic), training targets, teachers teaching, training method adopts, check method and preliminary estimation etc. factors and make training plans; the fourthis to make scientific and reasonable training contents, adopts flexible and vividtraining method during actualizing the training plan, set up high qualificationteaching teamï¼›the fifth is to encourage all the staff to set up training evaluationconcept, design and develop evaluation methods and standards that meet theactual situation of Jilin Province inspection and quarantine organization to set up acomplete training evaluation systemï¼›the sixth is to set up reward and negativeincentives system to create great atmosphere, create and provide practice chances,use the method of setting up communication platform after training to structuretraining result transfer system. |
