The EU Standardization And Economics Integration And Their Enlightenments

Since 1958,the EU has been pushing forward its regional standardization construction in-depth firmly, from the harmonization of technical standards, regulations and conformity assessment proceduces of member countries, to standardization activity at the EU level, moreover, the EU expands its standardization to the field of international standard progressively. The EU standardization activity makes such a great development that it not only facilitates its international trade, but also propels the economic integration development, raises the competitive strength of region and international status, the EU has developed into economy with the highest degree of regional economic integration. At the same time, during the course of construction of CAFTA (China-ASEAN Free Trade Area), with the implementation of tariff diminution step by step, the TBT between member countries has become increasingly hinder the trade within the region, how to cooperate deeply in the field of standardization for the member countries of CAFTA, which has become an important project we should research.The paper firstly analyses development process of EU standardization and the EU economic integration, elaborates their interactive relationship preliminarily. Then, analyses the stimulus of standardization to the EU economic integration from the perspective of standard's economic functions,on one hand, elaborates standardization's regional product flow effect in terms of promoting intra-product trade, scale economy, producing trade creation effect and trade transfer effect, on the other hand, analyses standardization's regional capital flow effect on the level of international trade and industrial organization respectively.Thirdly, the paper studies the standard optional mechanism under the halo of economic integration, using Hotelling model, constructs a international market model of two products and two countries, the analysis shows, in the process of economic integration, standardization activity can maximize the regional welfare, compared with mutual recognition, harmonization can generate much more remarkable positive effects on the regional welfare. On the basis of model analysis, combining the EU practice, analyzes and appraises the current situation of the EU's standard optional mechanism. Finally, proposes suggestions of establishing CAFTA standardization system such as constructing harmonization main body, the principal of part propelling and reinforcing mutual recognition on the basis of experience of the EU's standardization.
