Comparison Of Standard Formulation And Management Mechanism Of European Union, America, Japan And China

Since the increasingly rapid progresses on economic development globalizing and trade liberalizing, the roles and position of standardization are increasingly outstanding. Depending upon the standards, especially the standards related to safety on countries, human beings & environment, and using patent technology as the shield, in virtue of their technical trade-measures, developed countries consolidated their competitive position in economic and technical areas internationally and weakened the developing countries' advantages in cost. With these facts, developing countries including our country are facing the challenge. Under the special historical background, establishing and improving our country's existing system of standardization should be our inevitable choice for receiving the chances & challenges and increasing our competitive capacity.At present, many countries have taken standardization and Product Quality Certification , Certification of Quality System , Test and Evaluation for Products, Calibration and Test as the strongly means to promote the technological progress and economical development, which are closely related to standardization., and successful experience were created. For many years, as the three pillars to the World Economy, the United States, Europe and Japan always take the lead in the field of standardization, and its powerful economy and comparatively perfect system of standardization have played a great role on the World Economy. The practices of standardization in those countries are very useful for the developing countries. As the biggest developing country, China advances in the field of standardization, but compared with the developed countries, such as the United States, Europe and Japan, China still has the very big margin in the system of standardization. The present system of standardization can not keep space with the development of Socialist Market Economy Restructuring, and even contradiction exist between them, which are unfavorable to the development standardization work and economy. In the tasks about this paper, the theory and ways from Public Administrative Management were adopted and used for reference, based on information collection, finding analysis and investigation of some cases, the system of standardization in the United States, Europe and Japan were deeply explored. Standardization management mechanism, organization form and operating mechanism were compared and analyzed. Based on the practical and realistic attitude, the facts, distance and problems of our country's existing system of standardization were introduced in this paper. The features of systems of standardization in developed countries were also analyzed. General evaluation and analysis concerning the standardization management mechanism were formed. Enlightening Guidance for our country were also introduced. Finally some countermeasure and suggestion were given in this paper.
