In the recent years, the pulling force that is brought by non-agricultural industry and the impelling force which is produced by the land management have sped up the rental rate of the rural land. The dissension was caused by the implementation of the policy of derating taxes and fees and increasing the level of subsidy to agriculture in the land rental. The main reasons were as follows. The implementation of the aforementioned policies lightened the farmers' burden of contracted management of land, meanwhile, the opposite side demanded to retract the permission to contract manage of land, which disturbed the normal order of the land rental market of rural land contracted management. Therefore, it is necessary to analysis the effect of the agricultural policy adjustment on the both related sides in order to provide the theory basis for rural land rental market.This article has given the definition of the rental land market of rural land contracted management and the basic category of agricultural policy adjustment at first. The mechanism of such effect was researched secondly. The agricultural policy adjustment was analyzed into the policy of derating taxes and fees and the agricultural subsidy policy. The influence was separated into several courses such as the policy formulation, the changes in the production cost and income, the adjustment in the decision-making behavior and the influence on the supply and demand situation of both sides. By such causes, the adjustment affected the cost and income and thereby affected the supply and demand in the rural land rental market.In the basis of the theoretic research, we started the demonstration research using the data of spot investigation. First, we studied the reasonable factors that affected the amount of rental-in-and-out land in the rural land market. Subsequently, the economy metric model was established and applied to analyze the effect of the policy of derating taxes and fees and increasing the level of subsidy to agriculture on the amount of rental-in-and-out land. The result suggested that the policy has positive effects on the amount of rental-in land and the negative effects on the amount of rental-out land.Finally, the article summarized the influence of the agricultural policy adjustment on the rural land contracted management and the problems existed in the rural land rental market. We proposed the ideas and the principles of the rural land rental market reform and discussed specific measures in the aspect of strengthening agricultural policy support to farmers and improving the price mechanism of rural land rental market and accelerating the transfer of the rural rest labors to promote the increasing of farmer's revenue and rural land rental market. |
