Research On Implemental Effect Of Agricultural Machinery Purchase Subsidy In Guangdong Province

Agricultural subsidy is an important agricultural support policy, which is adopted by many countries to protect and promote the development of agriculture and safeguard the food security. Agricultural machinery purchase subsidy is an important part of agricultural subsidies. China started agricultural machinery purchase subsidy in 2004. Since this policy was implemented with the support of the central and local finance, it has played a very important role in promoting China's agricultural modernization in increasing the ownership of agricultural machinery, enhancing agricultural mechanization level, accelerating the development of the agricultural machinery service organization, increasing the income of the farmers and exciting the agricultural production enthusiasm of the farmers.Guangdong province firmly carries out and implements the agricultural machinery purchase subsidy policy. For over ten years, the subsidy fund has been increasing, the subsidy scope has been enlarged, the type of subsidies of agricultural machinery has been increasing as well. It has played a very important role in improving the level of agricultural mechanization and promoting the development of agriculture in Guangdong. However, there are still some problems in the implement process of agricultural machinery purchase subsidy policy, such as over dependence on national and local finance, low agricultural machinery purchase subsidy coverage and insufficient fund for agricultural machinery purchase.This research focused on Guangdong province agricultural machinery purchase subsidy policy and mainly carried out the following work:(1) The implementation situation and effect of the agricultural machinery purchase subsidy policy in developed countries was researched. Successful experience lessons from the United States, Australia, Japan and South Korea's agricultural machinery purchase subsidy policy were analyzed combining with the basic situation in China and in Guangdong province. It was proposed to further perfect the agricultural machinery promotion policy of Guangdong province at the present stage in this study in order to make the most of the advantages that Guangdong has as an economically developed area. It was suggested applying a variety of supporting policies to achieve the leap-forward development of agricultural mechanization in Guangdong province.(2) The basic situation of agricultural machinery purchase subsidy policy in China was analyzed. The background of China's agricultural machinery purchase subsidy policy was introduced in this paper. “2015-2017 Agricultural Machinery Purchase Subsidy Implementation Guidance”, which was jointly issued by the Ministry of Agriculture and the Ministry of Finance, were analyzed as an example to introduce the main content of agricultural machinery purchase subsidy policy in China and analyze the implementation and effects of the agricultural machinery purchase subsidy policy. The present problems of the agricultural machinery purchase subsidy policy in China were summarized to provide the basis for the analysis province agricultural machinery purchase subsidy policy of Guangdong.(3) The basic situation of agricultural machinery purchase subsidy policy in Guangdong province was analyzed. The scope, subsidies standards, procedures and work management of agricultural machinery purchase subsidy policy subsidies in Guangdong province were introduced. The effect of agricultural machinery purchase subsidy policy in Guangdong province was analyzed. Existing problems in the agricultural machinery purchase subsidy policy in Guangdong province were proposed as well, such as redundant procedures for application, unmatched machine type and fund limit that could not meet the needs of practical production, and unscientific decision-making, and insufficient implementation, and so on.(4) The agricultural machinery purchase subsidy policy in Guangdong province was analyzed by using DEA(Data Envelopment Analysis) method. The relative efficiency and equipment structure of agricultural machinery and its existing problems in 20 districts of the Guangdong province were analyzed based on the data in 2014 through the CCR model of DEA with DEAP2.1 software,. The internal algorithm in the CCR model cost efficiency(cost) model was applied to calculate the optimal agricultural machinery and equipment structure equipped with solution. The optimization scheme of agricultural machinery purchase subsidy policy in Guangdong province was then proposed.(5) Suggestions were put forward to further improve agricultural machinery purchase subsidy policy in Guangdong province according to the regional economic development level and characteristics of agricultural production of Guangdong province, including measures to perfect the scope of agricultural machinery purchase subsidy, raise agricultural machinery purchase subsidy funds through multiple channels, encourage the establishment of agricultural machinery professional services organization, strengthen the training of farmers to demand agricultural mechanical skills and strengthen supervision, in order to build up an agricultural machinery purchase subsidy policy system with scientific content, sufficient fund and excellent implementation effect.
