Project Optimization For Land Exploitation And Consolidation

Recently, there are more arable lands converted into non-agricultural land in China that has led to a dramatic reduction in the arable land per capita along with the process of urbanization and industrialization as well as the fast increasing in population in urban areas. Land exploitation and consolidation is one of effective measures to guarantee the food security and arable land resource that was confirmed by law. Land exploitation and consolidation can not only increase land quantity but also convert non-arable and low quality grade land to high quality grade arable land through a series of effective measures. Combined with the optimization of land exploitation and consolidation and an analysis of land resources, a scientific planning project can be proposed to increase effectively the quality of present and complemented lands.Jiangsu Province was chosen as a case study region in the thesis. Based on the scientific definition of the connotation of project optimization for land exploitation and consolidation and a spatial distribution analysis of the natural and economic characteristic of land resource, the optimization areas can be established. According to farmland grading in Jiangsu Province, the short-term (2005-2010) and long-term (2011-2020) goals of complementary arable land planning were established followed with principles of equilibration, priority and localization. In this paper, the optimization process of land exploitation and consolidation was discussed and analyzed. The detailed project optimization method was presented combined with a typical area that can be cited and referenced by other related planning projects. There are six parts contained in this thesis.Chapter 1 is the preface part that includes the background, significance and method of this research, the objectives and framework were also proposed.Chapter 2 is a part of the fundamental theory, characteristic, principle and basic content of optimization for land exploitation and consolidation project as well as reviews on project optimization.Chapter 3 analyzed briefly the basic social and economic characteristics of Jiangsu Province, including the general situation of arable land resource, the local distribution of arable land potential resource, and the priority projects of land exploitation and consolidation.In Chapter 4, the land exploitation and consolidation was delimited in Jiangsu province. Goals of guided optimization area were determined and related measures were analyzed to the complemented arable land that could be a basis of land planning optimization.In Chapter 5, the project optimization process for land exploitation and consolidation was analyzed in detail. Ning-Zhen low-hill region was chosen as a typical region to present the optimization process. During the procedure, several schemes of land optimization were obtained through the linear variable and goal function method. Combined with the economic, social and ecological principles, the best optimal scheme was determined by the administrative-level analytical method. Corresponding optimization measure was then adopted for the guided area according to the chosen scheme.Chapter 6 of this thesis presented the discussion and conclusions. Shortcomings and recommendations were also included.
