Study On Management Pattern Of Tobacco Industrialization In Anqiu

Since the 1990s, "companies + farmers" pattern emerged and relieved the contradictions between the "small farmers" and "big market" to a certain extent, also it promotes the industrialization of agriculture development and the cultivation of tobacco to be widely applied. As the major tobacco base of Shandong Province , the tobacco industry in Anqiu City has had a preliminary scale after several-year development. However, as the industrialization management constantly goes in deep, together with various historical and realistic factors, plenty of problems emerged out unavoidably and obviously. The tobacco industrialization in Anqiu faces the problems that in which way and how to develop.Based on the development and operation background of the tobacco industrialization in Anqiu, this paper focus on the development models of tobacco industrialization and analysis the situation and the existing problems in operation and development of the tobacco industrialization. Also the current "company + farmers" business model in improving the quality of tobacco production and the vulnerability of the contract binding defects are deeply researched, from static and dynamic game analysis under contract. According to the exclusive production of tobacco , the position of tobacco technicians in the operation of the industrialization , on the basis of anglicizing in the overall situation of the tobacco companies and technicians resources, establish the new business model as technician - based -"company + tobacco technicians+ farmers", and outlined the business model relations link, the operating mechanism, tobacco technician duties. The new model safeguards the interests of company's and farmers', to overcome the shortcomings of the old models and promote to proper-scale production of the tobacco industrialization in Anqiu City. According to the reality of land resources in Anqiu, the policy and the feasibility of the system of the model of tobacco industrialization, the article detailed appraise the new pattern. Further, on the basis of investigation and research, from the competitive situation matrix (CPM), and the industrialization of agriculture Evaluation System integration, the evaluation index system on the model of the tobacco industrialization was established to appraise the propulsion of the business, policy, implementation, control and other aspects of the verification, evaluation results confirm the validity of the new model, while noting the need to further optimize and improve direction.
