The Countmeasures For The Development Of Tobacco Industrialization In Linyi City

Tobacco is the foundation of tobacco industry development, and also is the pillar industry of the tobacco regions in China. In 2007 June, the State Tobacco Monopoly Bureau put forward the development idea of transforming from traditional tobacco production to modern tobacco agriculture. Tobacco industrialization is not only an important part of the modern tobacco agriculture, but also an important method to promote the development of modern tobacco agriculture. Especially in the current complicated and changeable situation of tobacco production, it is particularly important and urgent to accelerate the development of the tobacco industrialization. Firstly, it can guarantee the supply of labor of tobacco production, and promote sustainable development of tobacco agriculture. Secondly, it can improve the quality of tobacco, thus promote the development of modern agriculture. Lastly, it can improve economic efficiency, thus increase the income of farmers. Therefore,Tobacco Companies have began to attach great importance to the development of tobacco industrialization in recent years, and also other regions carried out a series of beneficial attempts to promote the tobacco industrialization development as greater support to farmers, the implement of farmers cooperation community and the professionalization of tobacco farmers. It has produced a certain good benefit but there is still away from the desired sound effects because of all sorts of reasons. The problems are exist as follows:the industrialization lacks overall strategic planning; the awareness, requirement, support, operation mechanism and external environment is not as well as required. The abovementioned problems make the tobacco industrialization level of Linyi is in a lower level, and it is difficult to satisfy the need of modern tobacco agriculture development. Therefore, how to speed up the development of tobacco industrialization has become an urgent problem to be solved.Based on literature retrieval, questionnaire and on-the-spot investigation, macroscopic analyses with microscopic analyses, quality analyses with quantity analyses, and the Delphy method (or the expert investigation method), this paper systematically studied the tobacco industrialization in Linyi city. First of all, it carried out a theoretical analysis of the tobacco industrialization, and elucidated its connotation and theoretical basis; secondly, according to the survey data, it summarized the development mode and characteristics of tobacco industrialization in Linyi City based on the development process of tobacco industrialization in Linyi; thirdly, it analyzed the problems and reasons existing in the tobacco industrialization in Linyi city; finally, it put forward some counter-measures for further development of tobacco industrialization in Linyi city.Through analysis, this paper obtained the following main conclusions:(1) The development of tobacco industrialization in Linyi city has experienced two stages, including the stages of development of traditional and modern tobacco industrialization tobacco industrialization in the preliminary stage of development. The development pattern mainly have the following three types:"company+cooperative+ tobacco farmers" model of development; "company+base unit+cooperative+tobacco farmers" development model; "company+tobacco farmers" development model.(2) The operating mechanism of the tobacco industrialization is mainly composed of organization mechanism, interest coordination mechanism, supervision mechanism constitute. Among them, the organization mechanism is the basic operation mechanism of the tobacco industrialization, the interests of the coordination mechanism is the core of the operating mechanism of the tobacco industrialization, supervision and management mechanism is the operation mechanism of the tobacco industrialization security.(3) Through the study of Linyi City Tobacco Industrialization Analysis, found that the overall level of tobacco industrialization to be further improved, many problems of organization mechanism is not sound enough, interest coordination mechanism is not reasonable, the supervision and management mechanism is not perfect still exist in its development. Reasons for the problem are in many aspects, including system reasons, natural reasons, social and economic reasons, the scientific and cultural quality and ideological understanding reasons.(4) The development of tobacco industrialization in Linyi city should follow the principles:one is to optimize the layout of tobacco production; two is to vigorously develop modern tobacco agriculture; the three is to build "Yimeng Mountain" characteristic high-quality tobacco brand; four is to expand the tobacco market space.(5) The choice of model of development of tobacco industrialization in Linyi City must be based on local market growth degree, the level of economic development, the degree of organization and tobacco depending on final consumption, follow the characteristics of tobacco production based, fully adapt to market development degree, play to the existing development pattern on the advantages, can build new model of "government+financial mechanism of tobacco companies+base+farmers+unit professional cooperatives+ farmers" participation of the occupation.(6) Includes the basic measures to further improve the operation mechanism of the tobacco industrialization:through the development of the tobacco family farms and planting large, supporting the development of farmers professional cooperatives, construction of modern tobacco agriculture innovation park, strengthen organization and leadership to improve organizational mechanism; through increased tobacco companies support, improve farmers professional cooperative profit distribution mechanism, increase government support efforts to improve the coordination mechanism of interests; by strengthening the supervision of tobacco companies, and improve the supervision mechanism, strengthen the farmers cooperatives own supervision and improve the supervision and management mechanism.(7) The development of tobacco industrialization also should take the following measures:to reform and perfect the relevant system, lay a good foundation for the tobacco industrialization development; actively improve the natural and social economic conditions, to provide a good environment for the tobacco industrialization; do a good job of education and training, and constantly improve the quality of farmers.
