Based on discussing the current situation of domestic and overseas strategy management theory, combining the situation of CB corporation reserve work, the paper probes into the company's development strategy detailedly.The paper firstly applies PEST way and five strategic factors of Porter, analyzes the macroscopical circumstance outside, finds that the opportunities facing by the corporation are the development of macroscopical economy and the area economy, the support of advanced technology domestic and. overseas, social civilization circumstance, the great entrance barrier of oilseed deposit industry, the weak bargaining ability of customers and providers and so on. At the same time, there are many threats, namely, HSE risk control rule, loan policy limit, city construction for development plan and the fierce competition from competitors; in addition, the paper quantitively analyzes the outside strategic factors. In succession, evaluates the inside source condition of the corporation, finds the its advantages owned are: organizational image and brand development ability, QHSE management system' continual improvement ability, relevant advanced technology acquisition ability, reserve technology innovation ability, storage site choice ability, service code improvement ability, the use of social resource; also the disadvantages mainly lies in human resource management, management innovation and organization reform, utilization of information technology, cooperation, development and operation of the projects, cost control, market development, reserve ability and equipment's advancement and reliability; additionally, the paper quantitively analyzes the inside strategic factors. Furthermore, the plans for overall and specific development strategy are recognized, on the basis of qualitative and quantitive evaluation, the comparative best overall and specific development strategy are confirmed, that is, the development of CB corporation should base on the management rebuilding, depositing finished oil is the emphasis, take the diversification strategy . Specifically, aims centralizing. and otherness strategy on the finished oil deposit, enhance the deposit service quality and provide special service, make best efforts to improve the satisfaction of the customers, in order to realize scale economy and scope economy, to better increase the circulation of low cost strategy. Finally, to insure the implementation of strategy, put forward suggestions from five aspects: management innovation and organization reform, human resource management, cost control, utilization of information technology and continual improvement of QHSE management system.
