The petroleum get 60% share of the energy structure in some developed countries, so it's crucial to the states. Owning to growth of petroleum import and the globalization of petroleum and gasoline industry, china has more relationship to the international petroleum market.In the visible future, we can find the petroleum will be the mostly energy just because the proportion of the petroleum in the world consumptive energy is 39.97% today. Once the oil price rise 1 dollar, the total loss is high to 12 billion dollars for all the consumers in a year. On the condition that the oil price rise 10 dollars and last for one year, the world economic growth rate will decrease 0.5% and the developing country's economic growth will reduce 0.75%. So the GDP's growth will fall and the CPI will rise ,more worse is that the society will being turbulent when the oil price keep rising.To some extent, whether to guarantee the petroleum supply safety and the price is reasonable is the key issue to one state which need keep the economic health and fast growth. As the second largest petroleum import country, China also faces such tough situation and challenges it.Strategy Petroleum Reserve is the significant measure to keep oil safe was adopted by many countries.
