Since the 21st century, because the domestic traditional resource-dependent extensive mode of economic growth has not been fundamentally changed, our environmental problem has become increasingly serious. As the main energy heavy chemical industry base of our country, the many years of large-scale and high-strength mining processing on the coal resources in Shanxi Province has created huge destruction to the environment. The serious environmental problem has hindered the economic development of Shanxi Province. It has become a priority problem for Shanxi Province on how to realize the sustainable development while basing the resources advantage and protecting the environment.Inspecting the economic structure, we can find that the coal industry holds an important status in Shanxi. To improve the environment is to solve the environmental problem of coal industry in Shanxi fundamentally. Based on the economic development and the environmental problem, this article has made the discussion and the research from the following aspects: It starts with the definition of the environment and the environmental problem, and then carries on the summary analysis to the background and the connotation of sustainable development theory. And after that it sets the circular economy as the practical way on the realization of sustainable development. It elaborates emphatically the cleaner production and the Eco-Compensation Mechanism in the circular economy theory which plays a vital role on the enhancement of environment. It analyzes the environmental problem and the reasons of those problems during the development of coal industry in Shanxi systematically. Bases on those analyses, it proposes some suggestions on the solution of environmental problem caused by the development of coal industry in Shanxi, and taking the Shanxi Yangquan coal industry group as the example carries on the analysis.
