Analysis On The Effect Of Affordable Housing Policy

From 1998, After China government announced house reform policy, the real estate market became a primary industry in China, at the same time, the status of the housing security, which is divided into affordable housing and low-rental apartment, is from bad to worse. It's a big problem as we takebuilding a harmonious society as our development goal. This paper take a analyses on the methods to resolve housing security in different countries, and take a view on the plans and construct of affordable housing in Nanchang city. After demonstrated the effect of the affordable housing policy, some suggestions of how to put the affordable housing policy into effect and resolve the house security problem are give out.Firstly, we explained the background and the destination of this paper, and introduced some theories of house security. Secondly, some effective experiences was introduced. Foreign Governments' main solution is to provide public house, which is similarly to the low-rental apartment in China. Thirdly the policies about housing security problem of different periods are listed and analyzed. The twenty-third document in 1998 of China government is the key file, which noted "we should instruct and consummate a multi-layer house supply system, the affordable housing should have the dominating degree ". Fourthly; we analyze the condition of the affordable housing in Nanchang city. And get a conclusion that the related policies were not put into effect very well. At last, I give out some suggestions of how to make the related policy more perfect. These suggestions mainly focus on policy constitution, city planning, land supply, finance guarantee and supervision.
