Study On Strategy Of Extending Land Value Chain Based On Land System Reform

Since reform and opening-up, the industrialized process and urbanization process in China have been accelerated greatly. Especially after the 16th National Congress of Communist Party of China, China has proposed taking the road to new-type industrialization and new-type urbanization again. But in the course of rapidly advancing industrialization and urbanization, there are some problems, such as occupying too much peasant collective land, giving too low land acquisition fee, giving peasant too little compensation, spending too small allocation subsidy strength, aggrieving too much peasant rights and interests and so on. Under the background of planning development of city and village as a whole and building socialist new countryside, it is a hotspot and focus problem throughout the country that how to promote the reformation of land system and the prolongation of land value chain.The prolongation of land value chain is that the economy and society benefit produced by peasant collective land pays much attention to pivotal interests of farmers without land while satisfying the requirement of government and developer, and adopts all kinds of measures to seeking the purpose of mutual assistance and profit. In other words, it is to extend the huge value by land confiscation to the farmers without land and make them sharing the harvest of urbanization. This thesis mainly starts off the problem of farmers without land during the course of rapid urbanization, stands the stratagem height of national long-term development and planning development of city and village as a whole, especially analyzing the existing abuses of present land system in China and a series of economy and society issues brought by land confiscation, fully using the experience of land confiscation compensation and value chain prolongation in main countries and areas in the world for reference, definitely puts forward the aspect and basic framework of land system reformation in China, meanwhile definitely puts forward the prolongation strategy of land value chain and development mode in China, and then brings forward the path suggestion of promoting the reformation of land system and the prolongation of land value chain in China, finally establishes the land market of uniting city and village together, so as to fully ensure the legal rights and interests of farmers without land.The thesis mainly researches land system reform and land value chain during the process of urbanization. The research results of this thesis are to analyze the current land system deeply, point out the direction of land reform, put forward the method of extending land value chain, and give out the suggestion of unifying the land market in urban and rural areas. The innovation results of this thesis is to put forward the concept"Extending Land Value Chain"and put forward the long mechanism of ensuring peasant's rights and interests in the lost territory. Energetically promoting the reformation of land system, extending the chain of land value on and on, actively importing market system, consummating the system of land confiscation allocation with coin and market, setting up the system of social security for farmers without land, trying hard to innovate the mode of land exploitation and land utilization, gradually establishing the land market with city and village unification, forming the long-term system of ensuring rights and inerests for farmers without land, planning the development of city and village as a whole, promoting the mutual influence between city and village, is the only way of the future urbanization in China.
