Villages in cities have arisen in the course of China' s urbanization. It affects the aim which builds moderately well-off society. During the process of reconstructing vjillages in cities. There is a key problem that reform' land property rights.The villages within cities are the special phenomena during the urbanization of China. They have some unique characteristics. There exist with the "city village" the problems of great benefits in the construction, excessive development, incomplete nationalization in land use and illegal and excessive construction, etc.The determination of ownership of collective-owned land is the basic premise to meet the demand of market allocation. And the key to a successful reform of land use system of collective-owned land for construction lies in rational allocation of land ijncome according as the relationship among relevant ownerships and investors who increased the value of land.1 The government should solve the problems by setting up special funds for the reconstruction to support the municipal construction. The government should encourage the rural collective economic bodies to perform re-construction of the"city village" by themselves.The government should establish city real estate to develop policy, accumulate capital, implement transform step by step , position in develop the rent apartment of sense of shame; Want basis the requirement of urban planning, Fit new village into entire city to develop space, raise transform capital and reform collective asset property relations in many ways , establish stock company, manage for turning the village in city after system and unifying to carry out socialization.This paper focuses on problems which transfer land property rights during the pjrocess of reconstructing villages in cities and puts forward some measures to do it.
