Research And Application Of Index System Of The Performance Evaluation Of Local Planning Project Of Science And Technology

The Performance Evaluation of planning project of S&T is essential according to the development of scientific and technological undertakings. It is also an important governmental method for effective management, enforcing macro-control ability and making decision scientifically and orderly. In the present paper, large volume of specialized investigation and material collection was done on the basis of literature review and analysis of index system of the performance evaluation of local planning project of S&T worldwide. Four index systems of the performance evaluation of local planning project of S&T with different nature have been modeled, taking into account the actual situation of the performance evaluation of local planning project of S&T at the level of province and municipality city . Some creative achievements have been made as following:The setting principles, evaluation standards, rage and contents of index system of the performance evaluation of local planning project of S&T at the level of province and municipality city, were put forward according to the regulations for management of project and funds of planning project of S&T.Special index systems of inspection in middle stage and performance evaluation in the final stage were designed according to different nature and characteristics of science and technology key projects, natural science fund projects, key laboratory and engineering technology research center projects. This makes it more pertinence and feasible to evaluate the performance of S&T projects with different categories.A referential proposal was made for Regulations of Special S&T Fund Project Performance Evaluation of a Municipality City, which prescribed, in detail, the performance evaluation raging from scope, principle, content of evaluation to implement of evaluation as well as the application of the corresponding results. This paves the way soundly for carrying out performance evaluation.According to the index system of performance evaluation modeled in the present paper, good results were obtained during a middle stage inspection and final stage performance evaluation of science and technology key projects and key laboratory and engineering technology research center projects in a Municipality City by specialists.By theoretical research and practical application, the proposed index system was corrected and perfected through middle stage inspection and final stage performance evaluation practices, which made the index system more scientific and feasible. The yields of the paper will be bound to play critical roles in pushing the performance evaluation of S&T projects in the Municipality City and in improving the benefits of using S&T funds.
