Study On Measurement Indicator System And Evaluation Method Of Circular Economy In Chongqing Municipality

As a new model of economic development and advanced environmental protection concept, circular economy is the strategic choice for realizing healthy, harmonious, sustainable development for regional economic. Developing circular economy vigorously, is not only the only way to sustainable development, but also the important initiatives for realizing'314'overall strategic plan of Chongqing in new era. To mastery operation status, development trendence and existing problems of circular economy in Chongqing timely and accurately, and promote development process acceleratingly to ensure that the system of circular economy in Chongqing runs in benign track all along, study on measurement indicator system and evaluation method of circular economy in Chongqing has a quitely important theoretical significance and practical value.This paper aims to design measurement indicator system and comprehensive evaluation model of circular economy in Chongqing, empirically analyze its develoment level from 1997 to 2005 and monitor its operational trend. On the basis of this. By profoundly analyzing obstacle factors and exesting problem which is confronted with Chongqing Municipality for developing circular economy at present stage,corresponding countermeasures and policy proposals of circular economy development for Chongqing are put forward to make sure that the system of circular economy in Chongqing runs in benign track. The theory of sustainable development, regional economic theory, theory of environmental economics, system engineering and related theory are applied to research in this dissertation. Measurement indicator system and evaluation method of circular economy in Chongqing is illustrated with the combination qualitative analysis and quantitative analysis, normative analysis and empirical analysis, horizontal analysis and vertical analysis. On the basis of these researches, the dissertation deduces the conclusion that the reaearch objectives are in accordance with practical experience.First of all, through an overall literature review on domestic and foreign research results of academic research and evaluation study on circular economy, various arguments, rsearch status and reserch shortage on circulare economy is summarizied and analyzed. Then, descriptive statistics analysis of research iterature about evaluation system of circular economy are carried out to explore its research progress and study disciplinarian. Secondly, based on basic principle of designing measurement indicator system of circular economy, Chongqing's circular economy measurement indicator system (CCMEIS) is established which is composed of five subsystems such as resource wastage subsystem, environment pollution subsystem, resource recycling subsystem, environment protection subsystem, economy development subsystem and twenty-seven basical index through the way of literature study, frequency statistics, expert investigation.Thirdly, the dissertation ,on the basis of using the method of weight factor combinations, establishs a comprehensive evaluation model which is based on place value method and liner weight evaluation, and collects longitudinal section data of Chongqing from 1997 to 2005 to empirical evaluation and model demonstration, result discuss and tendency monitor on its develoment level. Empirical evaluation shows that: comprehensive development index of Chongqing's circular economy presents an obviously upward trend with time series, and the system of circular economy maintains a favorable development tendency in recent years.At length, the dissertation, according to current situation in Chongqing region, thoroughly illustrates the obstacle factors which constrain the development of circular economy. On the basis of this analysis, some corresponding countermeasures to promote development process acceleratingly are put forward. It also provides some theoretical support and decision-making reference for continually promoting the process of developing circular economy in Chongqing.
