The Comprehensive Evaluation On Circular Economy Development Level Based On The Improved Model Of PCA

Currently, circular economy is energetically advocated to develop in China, and the circular economy theory exploration and practice have been carried out by Chinese government. The evaluation on regional circular economy development level is an important link to develop circular economy. In this study, the method of principal component analysis (PCA) is used after literature reviews, which can not only solve the problem of the correlation between variables, but also reduce the amount of the evaluation indexes, simplifying the evaluation. The linear and nonlinear weighted PCA have been deeply analyzed in theory in this paper, for the adverse effect of the single weighted PCA. And the evaluation method of principal component analysis (PCA) is improved, based on the theory of compatibility degree and difference degree, to eliminate the adverse effect of the different weighted PCA. Finally, the comprehensive evaluation based on the improved model of PCA is obtained.Based on the indicators of the Circular Economy Index Evaluation System drawn up by the National Development and Reform Commission and other related departments, the comprehensive evaluation of regional circular economic development level is analyzed by using the improved PCA. The three aspects of circular economy development, named the efficiency of resource consumption, the benefit of pollution discharge and the efficiency of resource comprehensive utilization, are separately evaluated by using suitable evaluation method. The results show that the circular economy development level of eastern developed regions is higher than that of western regions which is economically backward, which that of northeast and central regions are nearly equal. The evaluation rankings on the three aspects of circular economy development are the same as the circular economy development level in the four wide regions, while the rankings of China's 30 province regions are almost different, which reflects the particular condition of the local circular economy development.
