Assessment And Measures Of The Comprehensive Agricultural Production Capacity In Chongqing Municipality

This paper is to analyze the practical significance and development status of the comprehensive agricultural production capacity of Chongqing, and build quantitative evaluation index system to evaluate the comprehensive agricultural production capacity of Chongqing.the numerical and rankings of Sub-capacity in statistical indicator system as well as the comprehensive agricultural production capacity in various districts and counties derived by principal component analysis which used in the overall analytical framework, and from which we can see that the agricultural comprehensive production capacity of Chongqing have the following characteristics: (1) Regional disparities is large, the most is Rongchang in Western of Chongqing which is 0.8147826, the weakest is Xiushan in southeast wing of Chongqing which is -0.716863; (2) Polarization is serious, the countries are almost equally divided which locate above and below the average; (3) It does not have the regularity of mutual relations between the level of economic development and the comprehensive agricultural production capacity, for example: the Jiulongpo and Jiangbei District, which have higher level of economic development, but the agricultural comprehensive production capacity was respectively ranked at No.32 and 37 bit, Meanwhile, the Qianjiang, Pengshui and Shizhu District, which have Low level of economic development, but the agricultural comprehensive production capacity were respectively ranked 2,4 and 5 position.From values and ranking table of agricultural comprehensive production in each district of Chongqing,we can see, in addition to various districts and counties of Chongqing, the index of the agricultural production capacity of Rongchang, Qianjiang District, Fuling District and Pengshui County above 0.5, that of the remaining 35 counties lower than 0.5, of which there are 16 counties whose index of agricultural production capacity are negative, all of them indicating the comprehensive agricultural production capacity of Chongqing is generally low, and from the values map of the comprehensive agricultural production capacity in each district of Chongqing, we can be see, the difference of the comprehensive agricultural production capacity between all counties is significantly, which indicating uneven regional development. nextly, the paper found that:the overall comprehensive agricultural production capacity of Chongqing southeast wing is higher than that of the north-east wing of Chongqing through regional comparative analysis, and reveal that the comprehensive agricultural production capacity in Chongqing Municipality mainly in the following several aspects: 1, poor natural conditions restricted the comprehensive agricultural production capacity; 2, the generally low quality of the agricultural labor force; 3, the per capita cultivated land is to reduce, the quality of ecological environment is in deterioration; 4, agricultural research, extension and technical service system is not sound; 5, Three Gorges Reservoir resettlement affect the ecological environment and agricultural production.At last, this paper put forword effective measures to improve the comprehensive agricultural production capacity of Chongqing, which is useful to promote the comprehensive agricultural production capacity in Chongqing, promote agriculture modernization and new rural construction in Chongqing, and provide theory support for decision-making for Chongqing Municipality in comprehensive agricultural production capacity.
