The Study On Development Level Of Circular Economy Of Jinan

As a new model of economic development and advanced environmental protection concept, circular economy is the strategic choice for realizing healthy, harmonious, sustainable development for regional economic. Developing circular economy vigorously is the important initiatives for realizing strategic plan of Jinan in new era. To mastery operation status, development tendency and existing problems of circular economy in Jinan timely and accurately, and promote development process accelerating to ensure that the system of circular economy in Jinan runs in benign track all along ,study on the development level of circular economy in Jinan has a quietly important theoretical and practical significance.Firstly, This paper elaborated the origin of circulation economy, and commented the exsiting evaluation system's research result, which gives the background of theories and method.Secondly, based on basic principle of designing measurement indicator system of circular economy, Jinan's circular economy measurement indicator system is established ,which is composed of three subsystems such as economic subsystem, environment subsystem and social subsystem and thirty-two basical index through the way of literature study, frequency statistics, expert investigation.At last, on the basis of using the method of weight factor combination, established a comprehensive evaluation model which is based on place value method and liner weight evaluation, and collects longitudinal section data of Jinan from 2004 to 2008 to Empirical evaluation shows that comprehensive development index of Jinan's circular economy presents an obviously upward trend with time series, and the system of circular economy maintains a favorable development.According to the fore-mentioned fundamental research and the empirical analysis, this paper analysed the current situation in Jinan region.On the basis of this analysis, some theoretical support and decision-making were refered for continually promoting the process of developing circular economy in Jinan.
