Harvard Management, as saying:"the development of enterprises, the 19th century by capital, the 20th century by technology, the 21st century by training" . In the 21st century, the key of competition among enterprises is talented people, in some sense,as the training for enterprises. The only way to achieve the advantage for the enterprises in the future is to study faster than the competitors, to make the enterprises into the learning organization and lead to the win-win between the enterprises and the staff by improving the core competitiveness.Jinan South Suburb Thermal Power Plant is a state-owned enterprise which owns a staff of more than 700 and has a history of 20 years.with unceasingly deepning thermal power organizational reforms,it gives the thermal power enterprises to bring pressure and the crisis never so before.Such a program cannot bring the staff's study initiatives into full play,nor can adapt to the demand of the changing market and the enterprise's fast development strategy. Jinan South Suburb Thermal Power Plant must maintain continually and stable development situation,must have the innovation ability.but innovates the ability source in the enterprise staffs quality enhancement,but improve the staff quality to have to strengthen the staffs to train. And how to design a targeted and operable training scheme which is suitable for thisenterprise,is the main problem this paper tries to resolve.The paper embarks on the practice of Jinan South Suburb Thermal Power Plant's staff training,guided by the modern staff training theory, by means of questionnaires,interviewing and researching of the inside documents .after thoroughly investing and analyzing the actuality, the author points out the existent problems. A training needs analysis, to develop training objectives of the enterprise, including the management of design, production, professional and technical personnel, new employees, four major categories and subcategories of the seven staff training programs and the development of enterprises and training programs and assess the effectiveness of training programs, a closed-loop management system training; and separately from the organization and support, system protection, protection of the concept of the three angles that this system design support and security conditions. Strive to design this system more scientific and rational smoothly, the staff to continuously improve the quality of human capital to achieve growth, promote sustainable business development strategy.As the first enterprise providing central heating and supplying both heating and electricity in Jinan,South Suburb Thermal Power Plant's staff training situation can be taken as an example in thermal power sector .the staff training system in the article is based on the analysis of the current situation of human resource in the enterprise.It is practical and operational. The staff training can really guide enterprises. Help enterprises high quality, high efficiency and the implementation of staff training, knowledge, skills, attitudes through staff training into the actual work in order to enable organizations to reduce costs, improve quality, and maximize efficiency; For the full improving the quality of human resources and provide enterprise's core competitiveness. reliable security.Surely it will contribute to the development of the enterprise,at the same time,the design system of employee training for this thermal power plant can be used as references for and play a positive role in developing training program in other enterprises of its kind in Jinan.
