Research On The Economy Transition Of Resource-relying Micro-regions (Counties)

County economy is the most important micro-part of the national economy from the angle of space. In the special period, the extensive growth mode based on the cost of resource consumption is the main mode to support the last economy growth of Resource-relying micro-regions. It had the excellent performance in the speed of economic growth, but it also led to the serious bad results.There are structural limitations in the most of resource-relying county economies, such as, the simplification of the economy structure, the bad performance of the whole industry structure, the high degree of dependence on the nature resource industries, and the malignant circulation of the economic growth and the consumption of resource. The resource industries have the characteristics of scale economy, exclusive fixed assets and so on. It leads to inertia and stabilization of the industry structure, and the flexibility is poor. Resource-relying economies face the challenges in flexibility and adjustment. Resource-relying economies are usually formed in the paroxysmal city building, so their regional function of congregation and diffusion is poor. As the drying up of the resource, the contradiction between natural environment and economic growth is becoming acute.On the basis of analyzing the industry structure of resource-relying county economies and referring on the economic transformation experiences of foreign resource-relying economy, such as Ruhr in Germany, Houston in America, Kyushu in Japan, Lorraine in France and so on., this paper points out that on the ground of post-industrialization, resource-relying cities have the special duties of economic transformation. It includes not only the changing of the development mode, rational choosing and laying out the leading industries, constituting the proper industry policy, but also the building of market system, the boosting the urbanization, the issues concerning agriculture, countryside and farmers, the harmonious development of society and nature. It sets Shandong Zhao Yuan as an example. It analyses the factors influencing the economic growth through building an econometric mode based on the growth theory. And it also analyses the industry structure by collecting and analyzing data. Further more, it gives the suggestions on the development of industry on the basis of regional characters and advantages.The paper gets conclusions that in order to settle the long period development problems and overcome the conflict between economic growth and resource restriction; it needs the realization of the economic growth mode transformation in five regimes, that is, the transformation from closing to opening; the transformation from resource relying to technology supporting; the transformation from quantity increase to sustainable development; the transformation from single super industry to cluster development; the transformation from using endogenetic resource to using endogenetic and ectogenic resource together.
