AIS, which is an advanced modern navigation technology and technology of logistics information, not only benefits the safety of harbor fairway and ship, but also promotes the development of sea shipping and logistics and accelerates the transformation of china logistics into modern logistics.Round Hangzhou Bay is an area where economy develops rapidly and sea shipping and logistics progress dramatically. There is a great significance to construct AIS base network in this area.The paper discusses the basic theory involved in program and design of AIS base network of Hangzhou Bay. Also, the paper researches position selection, system construction, function of AIS base network and benefit to water carriage logistics of Hangzhou Bay.The key point of construction of AIS base network is the position selection of AIS base station. In the paper, through analyzing the effective range of AIS base station and traffic density in harbor, adopting factor scoring method and listing the basic principal of position selection, we finally get the station position which is suitable as AIS base station in Hangzhou Bay.According to the actual developing condition of Hangzhou Bay, the trend of AIS construction and management, and characteristics of AIS management in china, we fix the appropriate construction plan of Hangzhou Bay AIS base network. The paper, as per the function and characteristics of AIS base network, analyzes the promotion of information process of Hangzhou Bay by using AIS technology, improves the development of various harbors in Hangzhou Bay and safety of fairway, and promotes the efficiency and competition capability of harbor and logistics.
