Study On The Layout Planning Of The Xinjiang Production And Construction Corps Logistics Base

After The Silk Road Economic Belt strategy was put forward,great opportunities for helping go out at high speed were brought to the Xinjiang Production and Construction Corps(XPCC)enterprises which are located in the core area of The Silk Road Economic Belt,and more industries were transferred to the corps as well,thus Chinese westward policy was opened up.Planning and constructing logistics base,building logistics transportation internet and improving comprehensive transportation system are important foundations for regional economic construction and carrying out of The Silk Road Economic Belt strategy.Scientific,reasonable and forward-looking logistics layout can effectively integrate the existing resources,coordinate and guide the development of the logistics industries towards the overall logistics strategy.It is of great significance to support the construction of the Silk Road Economic Zone better while serving the regional economic development of the corps and even the whole Xinjiang.Based on the theory of regional logistics base layout planning,this paper analyzes the overall economic situation of XPCC and points out the main problems in the development of logistics industry.The main factors affecting logistics demands were found out through the combination of qualitative and quantitative methods;With gray prediction model,BP neural network model and gray-BP neural network forecasting model respectively selected to predict the logistics demand,the combined model had the highest precision through empirical analysis,and the demands of each Corp in the next 3 years were predicted by means of combined model.Based on the logistics base layout guidelines,principles,methods and parameter on the application of factor analysis,gravity model and social network analysis,the XPCC Logistics Base layout level was conducted.Finally,combined with the forecast value of the logistics demand of the Corps,the existing logistics channel and the regional advantages of each division,the layout plan of the logistics base was determined,and the corresponding countermeasures were proposed for the development of the logistics base.
