As the founder and president of Earth Policy Institute, Lester R. Brown, takes it as his responsibility to save the earth and maintain the sustainable development of human civilization. He dedicates himself to the study of ecological problem on this planet and puts forward many insightful ideas and theories concerning the prevention of ecological crisis. He spearheaded the concept of environmentally sustainable economy, which he incorporated into his framework of eco-economy. His theory of eco-economy represents a completely new perspective on the relationship between economy and environment. According to this perspective, economy is part of environment, i.e. its subset. Therefore, it is necessary for the economy to make the paradigm shift from the present model to a new one, i.e. from Plan A to Plan B. The present mode of economy is leading the world to economic recession and, eventually, to the destruction of environment. To insure the sustainable development of economy, we must turn to a new mode of economic development, that is, Plan B. Brown worked out the blueprint for this transformation to the new mode, helping people to adopt a new outlook of value. He pays close attention to the development of China, maintaining that the western way of developing industry is not applicable to China. Integrating Brown's concept of eco-economy with the reality of China, this thesis holds that this concept is of great relevance to China, which is endeavoring to build a harmonious society by establishing a scientific outlook on development and constructing an ecological civilization.
