Ecological Civilization Theory Under The Perspective Of Yulin Region Ecological Poverty Problem Research

Ecological poverty is a regional ecological environment deterioration exceeds its carrying capacity, and its resulting a poverty that people’s clothing, food, housing and other basic survival are difficult to maintain. In this paper, the following status will analyzes about ecological poverty in Yulin area, such as: water resources are scarce, and the amount of groundwater resources in Yulin city is only 28.84% of the total amount of water. Soil and water loss is very serious, the soil and water loss in the whole area can reach about 36900 square kilometers, accounting for 85.9% of the total land area; Yulin12 counties(areas) desertification area accounted for 90.3% of the monitoring area;Large areas of land are difficult to use and cultivated soil is poor. So,this paper will try to study these phenomena from the perspective of ecological civilization theory. In the course of the study, selecting the typical and representative 24 villages and towns in Yulin city to investigate and interview, the Zhang Jia Liang village and Zhang Qu village of Zizhou County are issued 20 questionnaires, and each village randomly selected a family of people to interview. Through the collation and analysis, 160 questionnaires were distributed in a total of 200 questionnaires. In addition to the investigation method, this paper also adopts the methods of literature research,comparative analysis and other research methods.The survey began from researching three aspects: the causality of ecological environment and poverty, the geographical association of ecological environment and poverty, the dynamic effects of ecological environment and poverty, then further studied the internal causes and deep connections between 6 counties in south of Yulin and the northern 6 counties. Inner fragile system and the destruction without restraint caused by human activities, soil and water management does not reach the designatedposition, the lack of pertinence and system loophole for poverty alleviation, and insufficient funds for poverty alleviation, such above reasons caused the ecological poverty in Yulin area. By drawing from Marxist ecological theory, the essence of sustainable development theory, put forward path selections to ease Yulin’s ecological poverty, that’s of great significant to improve the ecological sustainable development and accurate poverty alleviation policy in Yulin area. Such as improving the rural ecological environment, developing ecological agriculture to promote farmers’ income;Promoting the filling mining technology in mining area to improve the ecological environment; Building dams of silt to control soil and water loss; Implementing precise poverty alleviation to increase investment in financial aid-the-poor funds effectively.
