Research On Organization Management And Incentive Mechanism Of Funding In Generic Technology

Generic Technology is an important element of national economic strategy. It plays a big role in keeping an economy's sustainable growth and its globe competitive advantage. However, there isn't a common concept of Generic Technology. This makes research more difficult. Because of GT's positive externalities, governments normally support its R&D. But the effect of policy will be affected by many factors. It is very important to analyze these factors for improving the result of policies.Thus, this thesis states the concept from three aspects firstly, namely, research phase, impact and scale. Meanwhile, analyzes the characteristics of Generic Technology-basic, risky, industry relatedness and applicability. In order to present a clear view of Generic Technology, this thesis compares it with some similar concepts.Secondly, based on Li Jizhen's model analyzes the insufficient of investment in GT. then, using indifference curve to analyzes the effects under different policies. Thus, find that because of the Leakout effect of Tax incentive, direct fund is more efficient in supporting investment in GT. this thesis analyses the roles of government's and organization structure in each condition by a model which concentrates on relationship between society's welfare and company's profit. Thirdly, this thesis compares American ATP, British LINK Framework, Japanese Generic Technology Plan and Korean GTD in five key questions. And then finds some important experiences about selection, management, assessment and incentive mechanism of Funding in Generic Technology. Finally, this thesis introduces the technology plans about GT in china, and through case study finds some major problems. According to the problems which our country faces in the research and development of Generic Technology, proposes the policy suggestions.
