The trend that economic globalization and service trade liberalization complement and buttress each other is irreversible.Service trade barriers include government-implemented laws and regulations that unreasonably impose obstacles to service trade and an aggregate of governmental behaviors that violate its obligations under the multilateral or bilateral economic and trade treaties or agreements entered into or joined by the government. They may be legitimate in form, complex in content and play significant effect. However, as they distort trade conditions and impede normal development of cross-border service trade, are a type of trade protection measures, service trade barriers are gradually abandoned by service trade liberalization.Service trade safeguard measures and service trade barriers are distinct in nature. They are an aggregate of behaviors implemented by a country against foreign service trade through termination or alteration of its existing obligations during a certain period of time for the purpose of temporarily protecting its domestic service industry from serious injury or threat of serious injury caused by the surge of foreign service trade. Both substantive content and procedural rules of service safeguard measures are specific, definite and coherent. They will administer to advance developing countries to take part in service trade liberalization more actively and help to safeguard continuous, stable and harmonious development of service trade liberalization. They will develop gradually as service trade liberalization goes further.China is a developing country. In order to promote service trade in China, it is necessary to overcome foreign service trade barriers through improving the competitiveness of Chinese service industry in international market, actively taking part in negotiation of multilateral service trade, establishing a platform to confront service trade barriers, and speeding cultivation of talents and so forth; it is also necessary to establish a service trade safeguard mechanism through continuing enforcement of gradient opening strategy, completing service trade industrial management and legal systems, expediting the enactment of service trade safeguard measures law, making full use of industry and commercial associations, and so forth.
