Steel trade plays an important role in the national economy of China, which has become first in the steel yield in the world. Nevertheless, compared with developed countries, China's steel industry is far inferior to the powerful nations in terms of enterprise scale, product composition and the developing level of techniques and management. World steel market is full of fierce competitions. China's steel industry is facing double competitions both in the export and import. Especially after China's entry into WTO, the effect of tariff and quota on import restriction is declining and anti-dumping, countervailing and safeguard measures are becoming increasingly important. Chinese enterprises will be more exposed to international competitions and should make efforts to expand the world market share and at the same time how to maintain the advantage in domestic market has become the hot topic among the parties concerned.With the analysis of China's steel industry and trade, this paper focuses on non-tariff barriers in world steel trade. And the paper focuses on three kinds of non-tariff barriers: anti-dumping, countervailing and safeguard measures. After the theoretical explanations on the three kinds of non-tariff barriers, the paper introduces the cases in both export and import. Subjected to so many anti-dumping accusations from the import countries, Chinese enterprises have learned how to protect their own interests according to the regulations and laws of WTO. On the other hand, Chinese enterprises begin to pay attention to the steel imports and adopt international regulations or domestic laws to maintain their shares on home market.
