A Research On The Upgrading Of Effective Competition In Telecommunication Industry

China has started the reform of replacing monopoly with competition in the regulatory system in Telecommunication industry from1990s, for the enhancement of efficiency and social welfare. By way of restructuring for3G in May2008, we have constructed the present competition pattern of three---China Moble, China Unicom and China Telecom.the unbalance structure in Telecommunication industry gets alleviating certainly, reform also obtained certain results. However, we still haven’t achieved the workable competition. as communications competition intensifies, the telecommunications industry revealed excessive competition, and weaken the competitiveness of the enterprises themselves, resulting in low efficiency in the market; In addition, there still exist administrative monopolies in the telecommunications industry, and the market competition still lack of competition. there are excessive competitions in some parts while scant in others. China telecommunication industry are facing tough problems in workable competition aspects.Thus, allowing for the points above, using SCP analysis in Industry Organization Economics, this paper has analyze the workable competition status in both quantity and quality. It is suggesting some advices for Chinese telecommunication to upgrade workable competition.There are six parts. First it provides a review of relevant theories in workable competition, and combined with the theory of industrial organization we are presented standards to evaluate the workable competition-SCP model, then introduced the reform of the telecommunications industry’ experience in the world. We hope to learn from the developments in the telecommunications industry. The fourth part mainly analyzes our country telecommunication industry reform process, the fifth part is the focus of the paper, Through SCP framework of evaluation standard in workable competition, we analysis Chinese telecommunication industry competition in both quantity and quality, thus resulting our country’ telecommunication industry competition situation is not yet fully established. According to the analysis above, the finally part has given some advices to upgrade workable competition in Chinese telecommunication industry.
